This bill requires a person requesting contributions on behalf of a police or law enforcement association to clearly identify themselves to the individual contacted and state that the individual is not required to make a donation.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT relative to disclosures required prior to solicitations made on behalf of law enforcement agencies.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Registration, Contract, and Disclosure Requirements for a Paid Solicitor. Amend RSA 7:28-c, VI(a) to read as follows:
(a) Prior to orally requesting a contribution or contemporaneously with a written request for a contribution, the following shall be clearly and conspicuously disclosed at the point of solicitation:
(1) The name of the paid solicitor as on file with the attorney general and that the solicitation is being conducted by a paid solicitor.
(2) The information required under paragraph VI-a.
(3) If requested by the contributor, the fixed percentage of the gross revenue or the reasonable estimate, expressed as a percentage of the gross revenue, as identified in paragraph V of this section.
2 New Paragraph; Required Disclosure Prior to Solicitation on Behalf of a Police or Law Enforcement Association. Amend RSA 7:28-c by inserting after paragraph VI the following new paragraph:
VI-a. Any person who solicits contributions by telephone on behalf of a police or law enforcement association shall, at the beginning of the call, clearly identify themselves to the individual contacted and state the purpose of the call, that the individual contacted is not in any legal trouble, that the individual may refuse to make a donation without facing any legal repercussions or retaliation from the police, and that the individual has the right to refuse to be contacted at a future time.
3 Effective Date. This act shall take effect 60 days after its passage.
