STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Two

 

AN ACT relative to natural immunity system health and wellness curriculum in schools.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; School Curriculum; Natural Immunity System Health and Wellness.  Amend RSA 189 by inserting after section 11-d the following new section:

189:11-e Natural Immunity System Health and Wellness.  All public and private schools in the state, as part of the school board-approved education program, shall learn natural immunity health and wellness, including how to strengthen and maintain their body's immune systems through diet, nutrition, vitamins, dietary supplements, and physical activities, as a means of increasing their bodies natural protection and immunities.  The department of education shall locate and employ experts in the fields of nutrition and immunity, and exercise and immunity to assist in the development and deployment of a K-12 natural immunity health and wellness program and curriculum for the state. The department shall also develop and distribute to school districts a technical assistance advisory for the purpose of providing guidance statewide to school districts on the implementation of natural immunity health and wellness policies and programs.  In this section, "natural immunity health and wellness" shall mean the strengthening and maintenance of the body's immune systems through diet, nutrition, vitamins, dietary supplements, and physical activities, as a means of increasing the body's natural protection and immunities.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires all public and nonpublic schools, as part of the school board approved education program include natural immunity health and wellness. Further, this bill requires the Department of Education to locate and employ experts in the fields of nutrition and immunity, and exercise and immunity, to assist in the development and deployment of a K-12 natural immunity health and wellness program and curriculum for the state, and also develop and distribute to school districts a technical assistance advisory for the purpose of providing guidance statewide to school districts on the implementation of natural immunity health and wellness policies and programs. The Department estimates executing these new responsibilities would require multiple content expert contracts ranging $100,000-250,000 and a full-time education consultant III position (LG 28), with total salary, benefits, and related costs of $113,000 in FY 2023, $113,000 in FY 2024, and $118,000 in FY 2025, assuming a start date of July 1, 2022 (this bill provides neither appropriation nor authority for new personnel).  Lastly, the Department states local school districts may need to purchase curriculum/materials and hire additional administrative and instructional staff to train educators and teach required content, which will likely result in an indeterminable increase in local expenditures.
