Any person may request that the Committee issue an interpretive ruling explaining or clarifying a law, guideline, rule or regulation within the Committee’s jurisdiction. Interpretive rulings relate to the meaning of such provisions under general circumstances, rather than to the case or conduct of any specific individual.
