Committee Name: Public Works and Highways
Position:  Vice Chair
Committee Function:
It shall be the duty of the Committee on Public Works and Highways to consider all matters pertaining to the development and repair of public highways; the Highway Fund; the Turnpike Fund; buildings and capital construction; the capital budget; matters pertaining to state bonding authority; capital expenditures related to the improvement and preservation of the coastline; the care of state memorials and monuments; and such other matters as may be referred to it.

Personal Biography
Born Nov. 15, 1957, in Claremont, NH. A 1975 graduate of Claremont's Stevens High School, and a 1979 graduate of Keene State College, Keene, NH with a Bachelor of Science in Education. First elected to the NH House in 1992. Currently in his 16th Term. A member of the House Public Works & Highways Committee for all but one of these terms, he has served as a Committee Chair, Vice Chair, Clerk, & Ranking Member. A member of Sullivan County's House Delegation, he has served five non-consecutive terms as Delegation Chair.
Local Government Involvement
Although Rep. Cloutier has never served as of today in any local government office, he is active in local organizations. They include serving as Sullivan County Democratic Chair from 2002-2010. He is presently Vice Chair of the Friends of Claremont's Fiske Free Library and is serving on the Board of Directors for Claremont's Community Federal Credit Union, where he is the Secretary.
Miscellaneous Information:
Rep. Cloutier is presently single, with no children, but three nieces & two nephews as well as two brothers & one sister. He currently is employed as a private security officer with Securitas as well as substitute teacher in the Claremont School District. His hobbies & interests include walking, reading, swimming, & history.
