AN ACT relative to enhanced sentences for "hate crimes".

STATE OF NEW HAMPSHIRE
In the year of Our Lord one thousand
nine hundred and ninety
AN ACT
relative to enhanced sentences for "hate crimes".
Be it Enacted by the Senate and House of Represen-
tatives in General Court convened:
1 New Subparagraph; Extended Term of Imprisonment. Amend RSA 651:6, I by inserting after subparagraph (f) the following new subparagraph:
(g) He was substantially motivated to commit the crime because of hostility towards the victim's religion, race, creed, sexual orientation, national origin or sex.
2 Effective Date. This act shall take effect January 1, 1991.

FISCAL NOTE for an act relative to enhanced sentences for "hate crimes."
FISCAL IMPACT:
The Department of Corrections and the Administrative Office of the Courts indicate they are unable to determine the fiscal impact of this bill on state expenditures. There will be no impact on state, county or local revenues, or on county or local expenditures.
METHODOLOGY:
The Department of Corrections and the Administrative Office of the Courts state that they are unable to estimate how many more individuals would be incarcerated or have their sentences increased as a result of this bill. Currently, the average annual cost of incarceration is $18,000 per inmate. The Office states that any additional workload will increase operating costs of the court.
