AN ACT establishing the New Hampshire education innovation fund and making an appropriation therefor.
ANALYSIS
This bill establishes the New Hampshire education innovation revolving loan fund to be administered by a designated board of directors. The purpose of this fund is to provide resources for innovative education reform programs in our state public school system.

STATE OF NEW HAMPSHIRE
In the year of Our Lord one thousand
nine hundred and ninety-three
AN ACT
establishing the New Hampshire education innovation fund
and making an appropriation therefor.
Be it Enacted by the Senate and House of Represen-
tatives in General Court convened:
1 Purpose. The purpose of this New Hampshire education innovation fund is to provide resources for innovative education reform programs in our state public school system.
2 New Chapter; New Hampshire Education Innovation Fund. Amend RSA by inserting after chapter 198 the following new chapter:
CHAPTER 198-A
NEW HAMPSHIRE EDUCATION INNOVATION FUND
198-A:1 Definitions. In this chapter:
I. "Board of directors" means the board of directors established to administer the New Hampshire education innovation fund.
II. "Fund" means the New Hampshire education innovation fund.
198-A:2 Revolving Loan Fund Established. There is established the revolving loan fund to be known as the New Hampshire education innovation fund to provide money for innovative education initiatives in state public schools. This fund shall be administered by the board of directors established in RSA 198-A:3.
198-A:3 Board of Directors. A board of directors shall be established consisting of:
I. The president of the University of New Hampshire, or a designee.
II. The president of Dartmouth College, or a designee.
III. One member who represents the small business community in New Hampshire, appointed by the governor.
IV. One member who represents a large company or corporation doing business in New Hampshire, appointed by the governor.
V. One member appointed by the National Education Association.
VI. One member appointed by the American Federation of Teachers.
VII. One member who is a school administrator, appointed by the governor.
VIII. One member who is active as a teacher in the state public school system, appointed by the governor.
IX. Two members who are members of the state board of education, appointed by the commissioner of the department of education.
198-A:4 Duties of the Board of Directors. The board of directors shall administer the New Hampshire education innovation fund.
198-A:5 Rulemaking. The board of directors shall adopt rules under RSA 541-A relative to the administration of the New Hampshire education fund including, but not limited to:
I. Application procedures.
II. Program eligibility.
III. Amounts of loans and terms of repayment.
IV. Matching private funds.
V. Matching federal funds.
VI. Distribution and accountability of funds.
VII. Recordkeeping and reports.
VIII. Such other matters as are necessary to carry out the duties of the board of directors under this chapter.
198-A:6 Matching Funds. The board of directors may apply for and receive all available private and federal matching funds.
3 Appropriation. The sum of $1,000,000 for the fiscal year ending June 30, 1994, is hereby appropriated to the board of directors for the purpose of funding the New Hampshire education innovation fund under RSA 198-A. This appropriation shall be nonlapsing. The governor is authorized to draw his warrant for said sum out of any money in the treasury not otherwise appropriated.
4 Effective Date. This act shall take effect July 1, 1993.

FISCAL IMPACT:
This bill appropriates $1,000,000 from the general fund to the board of directors for the fiscal year ending June 30, 1994 for the purposes of the act.
