AN ACT relative to the agricultural nutrient management program and making an appropriation therefor.

This bill provides for funding for the agricultural nutrient management program through June 30, 2005, and requires the commissioner to apply through the department of environmental services for a grant from the Environmental Protection Agency.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to the agricultural nutrient management program and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

229:1 Appropriation.

I. The sum of $40,000 is appropriated to the department of agriculture, markets, and food for each year of the biennium ending June 30, 2005, for the purpose of funding the agricultural nutrient management program established under RSA 431:36. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

II The commissioner shall apply for a grant of $30,000 through the department of environmental services from the Environmental Protection Agency pursuant to section 319 of the Clean Water Act for nonpoint source pollution programs.

229:2 Fertilizers; Registration. Amend RSA 431:4, I to read as follows:

I. Each brand and grade of fertilizer shall be registered in the name of that person whose name appears upon the label before being distributed in this state. The application for registration shall be submitted to the commissioner on a form furnished by the commissioner and shall be accompanied by a fee of [$50] $75 per grade of each brand sold.

229:3 Effective Date. This act shall take effect July 1, 2003.
