STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT relative to drivers' licenses issued to persons under the age of 21.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 License Expiration. Amend RSA 263:10 to read as follows:
263:10 License Expiration. Except as provided in RSA 263:14, all licenses shall expire on the fifth anniversary of the license holder's date of birth following the date of issuance, unless the holder was under the age of 21 when the license was issued, in which case the license shall expire on the license holder's twenty-first birthday. The department shall notify each holder of a license by mail addressed to the holder's last known address, 30 days prior to the expiration date thereof of a place and time when he or she shall appear for the issuance of a new license.
2 Form of License. Amend RSA 263:40 to read as follows:
263:40 Form of License. The commissioner shall, upon payment of the required fee, issue to every applicant a driver's license subject to such conditions as the commissioner may deem expedient and in such form as the commissioner may prescribe. Licenses issued to persons under the age of 21 shall be of a color or shape that is readily distinguishable from the color or shape of all other licenses issued by the commissioner. The license shall bear thereon a distinguishing number assigned to the licensee and an instant full-face color photograph, image, or likeness of the licensee. There shall also be provided a space wherein the licensee may enter his or her blood type if [he] the licensee so desires.
3 New Paragraph; Driver's License Fees. Amend RSA 263:42 by inserting after paragraph VIII the following new paragraph:
IX. For each license that shall expire on the license-holder's twenty-first birthday, the fee shall be prorated in accordance with the period of the license's validity.
4 Effective Date. This act shall take effect July 1, 2003.
