AN ACT establishing new positions in the department of health and human services and making an appropriation therefor.
This bill authorizes the department of health and human services to hire additional employees for the bureau of children and families and the foster care health program. The bill makes an appropriation for the purposes of the bill.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT establishing new positions in the department of health and human services and making an appropriation therefor.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Health and Human Services; Bureau of Children and Families; New Positions Authorized. The commissioner of the department of health and human services is hereby authorized to establish the following new, full-time classified positions in the bureau of children and families:
I. Nine family service workers, classified at labor grade 20.
II. Twelve assessment workers, classified at labor grade 20.
III. Ten attorney I positions, classified at labor grade 26.
IV. One attorney supervisor, classified at labor grade 28.
V. Thirteen paralegal I positions, classified at labor grade 16.
VI. Six child protective service worker coordinators, classified at labor grade 23.
2 Department of Health and Human Services; Foster Care Health Program; New Positions Authorized. The commissioner of the department of health and human services is hereby authorized to establish 9 new public health nurse coordinator positions in the foster care health program. The public health nurse coordinators shall be classified at labor grade 21. Seven of the classified positions shall be full-time positions. Two of the positions may be divided into 4 part-time positions.
3 Appropriation. The sum of $2,818,165 for fiscal year ending June 30, 2004, and the sum of $2,941,616 for fiscal year ending June 30, 2005, are hereby appropriated to the department of health and human services for the purpose of establishing the positions provided for in sections 1 and 2 of this act. The governor is authorized to draw a warrant for such amounts out of any money in the treasury not otherwise appropriated.
4 Effective Date. This act shall take effect July 1, 2003.

AN ACT establishing new positions in the department of health and human services and making an appropriation therefor.
FISCAL IMPACT:
The Department of Health and Human Services stated this bill will increase state expenditures by $3,177,051 in FY 2004, $2,852,670 in FY 2005, $3,009,566 in FY 2006 and $3,175,092 in FY 2007. State revenue will increase by $1,682,040 in FY 2004, $1,738,589 in FY 2005, $1,834,210 in FY 2006 and $1,935,091 in FY 2007. There will be no fiscal impact on county and local revenue or expenditures.
This bill appropriates $2,818,165 in FY 2004 and $2,941,616 in FY 2005 in general funds to the Department of Health and Human Services for the purposes of this act.
METHODOLOGY:
The Department made the following assumptions when developing per employee costs:
· Starting salaries at the minimum step and included 37% for benefits.
· Office Equipment (FY 2004 only) $4,000
· Current Expense (telephone, postage, supplies) 2,000
· In-State Travel 2,000
· Out-of State Travel (except legal staff) 200
· Total $8,200
· Annual rent of $100,000 for additional office space
· Federal funds cover 75% of the Public Health Nurse Coordinator positions and 50% of the remaining positions.
