STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
A RESOLUTION on non-citizens during times of war.
Whereas, the general court encourages travel and tourism and recognize non-citizen visitor's contributions to the state's economic health; and
Whereas, recent attacks on the security of our nation by non-citizen militants have produced a negative stigma for all non-citizens; and
Whereas, the general court does not believe that innocent citizens should be subjected to additional scrutiny of any kind because of the acts of a few radical movements; and
Whereas, such additional scrutiny of non-citizens may be necessary in defense of our state and nation in times of war and not in times of peace; now, therefore, be it
Resolved by the House of Representatives, the Senate concurring:
That additional scrutiny of non-citizens in times of war should be permitted for the enforcement of current law, provided such scrutiny is reasonable and based on credible suspicion and not on racial profiling; and
That such scrutiny should not attempt to circumvent current law; and
That to circumscribe individual rights in times of peace should not be permissible and that the goal of every citizen should be to afford non-citizens equal treatment and protection.
