STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seven
AN ACT establishing a sentence reduction method for state prisoners.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Sentence Reduction; Credits for Good Conduct. Amend RSA 651-A:22, III to read as follows:
III. If, as a result of the review provided in paragraph I, the commissioner determines that a prisoner has exhibited good conduct, [he] the commissioner may reduce the [additional disciplinary period provided in RSA 651:2, II-e] minimum and maximum sentence of such prisoner by [up to 12- ½] 12.5 days for each month during which the prisoner has exhibited such good conduct.
2 Repeal. RSA 651:2, II-e, relative to the disciplinary period added to minimum prison sentences, is repealed.
3 Effective Date. This act shall take effect 60 days after its passage.

HB 595 FISCAL NOTE
AN ACT establishing a sentence reduction method for state prisoners.
FISCAL IMPACT:
The Department of Corrections has determined this bill may have an indeterminable fiscal impact on state expenditures in FY 2008 and each year thereafter. There will be no fiscal impact on state, county and local revenue or county and local expenditures.
METHODOLOGY:
The Department of Corrections states this bill allows the Commissioner to reduce inmate sentences for good behavior. The Department is unable to determine the fiscal impact on expenditures that will result. However, the average annual cost of incarcerating an individual in the general population for the fiscal year ended June 30, 2006 is $31,140.
