AN ACT relative to postsecondary career courses approved by the postsecondary education commission.

This bill requires the postsecondary education commission to:

I. Review the curriculum of licensed postsecondary career schools to determine that the education and training offered is adequate to qualify a student for entry-level employment in the student’s chosen field; and

II. Submit a report on the employment status of graduates of licensed private postsecondary career schools.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

AN ACT relative to postsecondary career courses approved by the postsecondary education commission.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Postsecondary Education Commission; Regulation of Private Postsecondary Career Schools. Amend RSA 188-D:21 to read as follows:

188-D:21 Inspections; Curriculum Review.

I. The postsecondary education commission may at any time inspect the premises, curriculum, teaching materials, faculty performance, sales literature, financial data, or other matters which are relevant to the educational and business activities of a licensed school in order to determine compliance with applicable laws and rules.

II. The postsecondary education commission shall annually review and require revisions, as necessary, to the curriculum of a licensed private postsecondary career school to ensure that the education and associated training offered for employment in a particular industry is, at a minimum, adequate to qualify a student for entry-level employment in such industry.

2 New Section; Postsecondary Education Commission; Regulation of Private Postsecondary Career Schools. Amend RSA 188-D by inserting after section 25 the following new section:

188-D:25-a Report. The postsecondary education commission shall collect data from state agencies and any other relevant source, and produce a report on the employment obtained by individuals taking courses, receiving training, or both, from a licensed private postsecondary career school. The report shall include information on the types of jobs obtained, the number of people securing unsubsidized employment, the percent of jobs retained for 6 months or more, and any other information deemed relevant by the commission. The report shall be submitted to the speaker of the house of representatives, the president of the senate, and the governor no later than November 1, 2009, and annually thereafter.

3 Effective Date. This act shall take effect 60 days after its passage.
