STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eight

A RESOLUTION declaring a supra-national government such as a North American union unconstitutional.

Whereas, in 1784, the people of New Hampshire ratified the Constitution of the State of New Hampshire in which they declared New Hampshire to be a free, sovereign, and independent state (Part 1, Article 7 and Part 2, Article 1); and

Whereas, on June 21, 1788, New Hampshire ratified the Constitution for the United States of America putting the Constitution into force, thereby placing what Governor John Langdon referred to as, “the keystone in the great arch;” and

Whereas, the Constitution for the United States of America only allows the general government of the United States of America to negotiate treaties, but makes no provision for the creation of new governments among nations; and

Whereas, in 1792, the people of New Hampshire ratified amendments to the constitution of the state of New Hampshire crafted in part to conform to the new constitution for the United States of America, but did not alter their self-declaration of being a free, sovereign, and independent state; and

Whereas, the government of the United States of America has neither the right nor the authority to delegate or surrender any of the sovereignty or independence of the State of New Hampshire, delegated or reserved, to any foreign or supranational body; and

Whereas, the Security and Prosperity Partnership of North America was launched in March of 2005 as a trilateral effort among the United States, Canada, and Mexico to share information and streamline traffic across shared borders; and

Whereas, the gradual creation of a North American union from a merger of the United States, Mexico, and Canada would be a direct threat to the Constitution and national independence of the United States and imply an eventual end to national borders within North America; now, therefore, be it

Resolved by the House of Representatives:

That the New Hampshire house of representatives urges the President and the Congress of the United States to withdraw the United States from any further participation in the Security and Prosperity Partnership of North America or similar initiatives that promote a North American union; and

That the federal government has neither the right nor the authority to delegate or surrender any of the sovereignty or independence of the state of New Hampshire, delegated or reserved, to any foreign or supranational body; and

That the state of New Hampshire shall not recognize any delegation or surrender of the sovereignty or independence of the state of New Hampshire, delegated or reserved, by the general government to any foreign or supranational body; and

That the house clerk deliver signed copies of this resolution to the President of the United States of America, the President of the Senate of the United States of America, the Speaker of the House of Representatives of the United States of America, Senator John E. Sununu, Senator Judd Gregg, Representative Paul Hodes, and Representative Carol Shea-Porter.
