STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to the practice of animal chiropractic care.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Chiropractic; Definition; Animal Chiropractic Care added. Amend RSA 316-A:1 to read as follows:

316-A:1 Definition. The science of chiropractic deals with the analysis of any interference with normal nerve transmission and expression, the procedure preparatory to, and complementary to the correction thereof, by an adjustment of the articulations of the vertebral column and [its] immediate articulations of any vertebrae for the restoration and maintenance of health; it includes the normal regimen and rehabilitation of the patient using the procedures which are currently taught in accredited chiropractic colleges [at the time of matriculation] without the use of drugs, surgery, or colonic irrigation. The term analysis is construed to include physical examination, the use of x-ray and other analytical instruments generally used in the practice of chiropractic. The terms adjustment, manipulation, and subluxation are primary to the practice of chiropractic and shall therefore be specifically defined in rules adopted by the board of chiropractic examiners. Chiropractic shall also include the practice of animal chiropractic care for persons licensed pursuant to this chapter who have obtained a certification from the board of chiropractic examiners to practice animal chiropractic care.

2 New Paragraph; Rulemaking; Board of Chiropractic Examiners; Animal Chiropractic Care. Amend RSA 316-A:3 by inserting after paragraph XIX the following new paragraph:

XX. The establishment of certification criteria, fees, and renewal of certification for animal chiropractic care providers under RSA 316-A:14-a.

3 New Section; Animal Chiropractic Care Certification. Amend RSA 316-A by inserting after section 14 the following new section:

316-A:14-a Animal Chiropractic Care Certification. Any person licensed by the board wishing to practice chiropractic care on animals shall meet the requirements established in rules adopted by the board in RSA 316-A:3, XX, pay the fees prescribed by the board, and meet any additional requirements set by the board of veterinarians pursuant to RSA 332-B:7-a, XIV.

4 New Paragraph; Rulemaking; Board of Veterinarians; Animal Chiropractic Care. Amend RSA 332-B:7-a by inserting after paragraph X the following new paragraph:

X-a. Additional requirements for the certification of animal chiropractic care providers under RSA 316-A:14-a.

5 Effective Date. This act shall take effect July 1, 2009.
