AN ACT relative to fees for motor vehicle records.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Copies of Motor Vehicle Records; Fees. Amend RSA 260:15, II to read as follows:
II. The department may issue a copy of any motor vehicle record upon the request of an insurance company or any other authorized agent, and notwithstanding RSA 91-A shall require payment by the insurance company or authorized agent of a fee of [$8] $14 for email or other computer-generated requests where payment is debited against an account established with the department, or $15 for all other requests, which shall be deposited in the fire standards and training and emergency medical services fund established in RSA 21-P:12-d.
2 Effective Date. This act shall take effect 60 days after its passage.

HB 540-FN-A - FISCAL NOTE
AN ACT relative to fees for motor vehicle records.
FISCAL IMPACT:
The Department of Safety states this bill will increase state restricted revenue by an indeterminable amount in FY 2009 and each year thereafter. This bill will have no fiscal impact on county and local revenues or state, county, and local expenditures.
METHODOLOGY:
This bill increases the fee for motor vehicle records charged to the insurance companies. The Department of Safety states this bill increases the fee charged to insurance companies for motor vehicle records from $8 to $14 if the request is submitted electronically and to $15 for all other requests. Due to the uncertainty of how many requests would be submitted electronically and thus be charged a $14 fee instead of a $15 fee, the Department states that the increase in revenue to the Fire and EMS fund is indeterminable. However, the Department notes that based on FY 2008 revenue generated from the $8 fee, a $7 increase would have generated an additional $4,375,000 of revenue for the Fire and EMS fund.
