STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nine
AN ACT relative to the Hooksett police commission.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Hooksett Police Commission. Amend 1975, 412:1, I to read as follows:
I. There is hereby established a police commission for the town of Hooksett to be appointed by the [board of selectmen] town council. Such commission shall consist of [three] 5 persons each of whom shall have been a resident of the town for at least [five] 5 years next preceding his appointment.
2 Referendum. This act shall not take effect unless it is adopted by a majority of those present and voting at any annual or special town meeting held in the town of Hooksett. The town clerk then in office shall print a special ballot to be used at said meeting containing the following question: “Shall the provisions of an act entitled ‘An Act relative to the Hooksett police commission,’ passed at the 2010 session of the legislature be adopted?” Beneath the question shall be printed the word “Yes” and the word “No” with a square immediately opposite each word in which the voter may indicate his or her choice. If a majority of those voting on this question vote in the affirmative, this act shall be declared to have been adopted. Within 10 days after said election, the town clerk shall certify to the secretary of state the result of said vote.
3 Effective Date.
I. Section 1 of this act shall take effect as provided in section 2 of this act.
II. The remainder of this act shall take effect upon its passage.

HB 626 FISCAL NOTE
AN ACT relative to the Hooksett police commission.
FISCAL IMPACT:
The Department of State and the New Hampshire Municipal Association state this bill, as amended by the House (Amendment #2010-0513h), will increase state restricted fund expenditures by an indeterminable amount in FY 2010 and each year thereafter. There will be no fiscal impact on state, county and local revenue or county and local expenditures.
METHODOLOGY:
The Department of State states this bill authorizes voter identification cards, to be provided by the Department, and modifies procedures for obtaining a ballot and verifying voter challenges. These identification cards are provided upon request and then issued to everyone added to the checklist after June 30, 2012. The Department states the voter identification cards and the rest of the proposed changes, along with other pending legislation, are being instituted as part of a new election management system to be paid for out of the restricted state election fund with federal funds. The Department states it does not have sufficient information to estimate the specific amount that state restricted expenditures may increase.
The New Hampshire Municipal Association states the proposed voter identification cards will be provided by the Department of State, and it cannot identify any potential significant fiscal impact that the bill would have on municipalities.
