This bill provides that all federal Temporary Assistance to Needy Families (TANF) block grant funds shall be used solely to administer the New Hampshire TANF program.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT relative to the use of Temporary Assistance to Needy Families (TANF) funds.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; TANF; New Hampshire Employment Program and Family Assistance Program; Use of Funds. Amend RSA 167:77 by inserting after paragraph VI the following new paragraph:

VII. Notwithstanding any provision of law to the contrary, all federal TANF block grant funds received by the state shall be used solely for the 2 components of the state TANF program, the New Hampshire employment program and the family assistance program, and for the purposes of administering those programs, as defined in state and federal law, and based on the following priorities:

(a) First priority: increase TANF grant to families.

(b) Second priority: support for work activities; child care; transportation; education and training.

(c) Third priority: support for mental health and substance abuse treatment; domestic violence prevention; developmental and learning disabilities; enhancing or supplementing family income or assets; child well-being; family formation and pregnancy prevention programs.

2 Effective Date. This act shall take effect July 1, 2011.
