AN ACT authorizing medal insignias on special number plates for veterans.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Special Number Plates for Veterans; Medal Insignias. Amend RSA 261:87-b by inserting after paragraph II the following new paragraph:
III. The director shall, upon request of the applicant, place an insignia on plates issued under this section representing any medal received by the applicant for an act of bravery or valor or for service in a hostile fire zone. The request shall include the applicant’s DD Form 214 verifying receipt of the medal. The director may require payment of an additional fee to cover the costs of placing the insignia on the plates.
2 Effective Date. This act shall take effect July 1, 2011.

AN ACT authorizing medal insignias on special number plates for veterans.
FISCAL IMPACT:
The Department of Safety states this bill will have an indeterminable fiscal impact on state restricted revenue and local revenue in FY 2011 and each year thereafter, and increase state restricted expenditures by $112,956 in FY 2011. There is no fiscal impact on county revenue or county and local expenditures.
METHODOLOGY:
The Department of Safety states this bill establishes special number plates for Veterans with medal insignias. The Department states there are currently 29,973 active Veteran plates issued and estimates it might issue 5.3%, or approximately 1,600 pairs of plates, which could be manufactured from one new roll of sheathing. This estimate is based on one plate type covering all medals. The Department estimates the cost to produce 1,600 sets of plates is $112,956; including $107,100 for 612 hours of consulting work for programming changes at $175 per hour, $2,000 for one roll of new sheathing, and $3,856 for mailing plates (1,600 * $2.41 to mail a set of plates). The Department assumes it will incur the $112,956 in expenditures in FY 2011. The Department states there would be no fiscal impact for expenses in other fiscal years other than reordering stock for this plate type when inventory levels run low. The Department is unable to determine when reorder would occur as the total number of plates to be issued is currently unknown.
The Department is not able to estimate the fiscal impact on state highway fund revenue or corresponding local revenue as fees, if any, have not been established. The Department states, however, any change in Highway Fund revenue would have a fiscal impact on local government revenue by 12% of the change in Highway Fund revenue (RSA 228:23 – Local Highway Aid).
The Department states there is no fiscal impact on county revenue or county and local expenditures.
