AN ACT granting motor vehicles with special number plates for veterans toll-free use of the turnpike system.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Toll-Free Use of Turnpike System. Amend RSA 237:12, I by inserting after subparagraph (d) the following new subparagraph:
(e) Motor vehicles bearing special number plates for veterans issued under RSA 261:87-b.
2 Effective Date. This act shall take effect July 1, 2011.

AN ACT granting motor vehicles with special number plates for veterans toll-free use of the turnpike system.
FISCAL IMPACT:
The Department of Transportation states this bill will reduce state restricted revenue by $532,825 in FY 2012, $535,489 in FY 2013, $538,153 in FY 2014, and $540,817 in FY 2015. There will be no fiscal impact on county and local revenue or state, county, and local expenditures.
METHODOLOGY:
This bill permits the toll free use of the New Hampshire Turnpike System by vehicles with special number plates for veterans.
The Department’s estimates are based on the number of special veteran license plates currently registered (29,000). Based on a 2009 census estimate, the Department assumes 21,170 (29,000 plate holders x 73%) of the plate holders would be located in turnpike corridor counties (Hillsborough, Merrimack, Rockingham, and Strafford). Based on a 1998 study by Vollmer Associates, the Department estimates the plate holders in total would make 654,576 trips on the turnpike system per year. To estimate the revenue lost on these trips, the Department projects an average toll amount of $1, with 405,837 (62% x 654,576) of the trips subject to the E-ZPass discount of 30% ($0.70), and the remaining 248,739 trips paying the full toll amount, for a total amount of revenue lost in FY 2012 of $532,825 (($0.70 x 405,837) + ($1.00 x 248,739)). With the projected 0.5% annual growth rate, the Department estimates a decrease of turnpike fund revenue of approximately $535,489 in FY 2013, $538,153 in FY 2014, and $540,817 in FY 2015.
