HOUSE BILL 1417
AN ACT relative to a student’s freedom of association.

This bill provides that no institution within the university or community college systems of New Hampshire shall prohibit, as a condition of admission or continued enrollment, any student from becoming a member of any group or organization.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT relative to a student’s freedom of association.
Be it Enacted by the Senate and House of Representatives in General Court convened:
69:1 New Section; University System of New Hampshire; Administration. Amend RSA 187-A by inserting after section 16-a the following new section:
187-A:16-b Freedom of Association. No institution within the university system of New Hampshire which accepts state funds shall prohibit, as a condition of admission or continued enrollment, any student from becoming a member of any group or organization, nor shall an institution take disciplinary action against a student based solely on the student’s membership in a group or organization.
69:2 New Section; Community College System of New Hampshire; Freedom of Association. Amend RSA 188-F by inserting after section 21 the following new section:
188-F:21-a Freedom of Association. No institution within the community college system of New Hampshire which accepts state funds shall prohibit, as a condition of admission or continued enrollment, any student from becoming a member of any group or organization, nor shall an institution take disciplinary action against a student based solely on the student’s membership in a group or organization.
69:3 Effective Date. This act shall take effect 60 days after its passage.
