STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT requiring a vegetarian diet for inmates in state correctional facilities.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; General Provisions; Inmate Diet. Amend RSA 622 by inserting after section 23 the following new section:
622:23-a Inmate Diet. Within 6 months of the effective date of this section, all meals served to inmates in state correctional facilities shall be vegetarian. Exceptions may be allowed for Sundays, Thanksgiving, and Christmas. Inmates shall receive vitamin and mineral supplements to their diet as may be necessary.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT requiring a vegetarian diet for inmates in state correctional facilities.
FISCAL IMPACT:
The Department of Corrections states this bill will increase state general fund expenditures by $154,914 in FY 2012, $652,392 in FY 2013, $681,104 in FY 2014, $713,128 in FY 2015 and $746,681 in FY 2016. There is no fiscal impact on county and local expenditures, or state, county and local revenue.
METHODOLOGY:
The Department of Corrections states this bill will require a vegetarian diet for inmates in state correctional facilities. The Department assumes it will serve a lacto-ovo vegetarian diet, defined as people who do not eat beef, pork, poultry, fish, shellfish or animal flesh of any kind but do eat eggs and dairy products. The lacto-ovo vegetarian is the most common in North America. The Department worked with its dietician to develop a sample one week lacto-ovo vegetarian diet. Based on this sample vegetarian diet, the Department estimated the lunch meal will increase by $.30 and the dinner meal will increase by $.35, for a total increase in the daily food cost of $.65. Based on the CPI-U for food, the Department assumes food costs will increase by 4.7 percent each year. The increased costs are as follows:
