STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT relative to funding for chartered public schools established by the state board of education.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Chartered Public Schools; Funding. Amend RSA 194-B:11, I(b) to read as follows:
(b) Beginning July 1, 2012, for any chartered public school authorized by the state board of education pursuant to RSA 194-B:3-a, the [state shall pay tuition pursuant to RSA 198:40-a plus an additional grant of $2,000 directly to the chartered public school for each pupil who is a resident of this state in attendance at such chartered public school] pupil’s resident school district shall pay directly to the chartered public school an amount equal to 10 percent of the pupil’s cost of an opportunity for an adequate education pursuant to RSA 198:40-a. This payment shall increase by an additional 10 percent on July 1 of each successive fiscal year not to exceed a total payment of 70 percent.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT relative to funding for chartered public schools established by the state board of education.
FISCAL IMPACT:
The Department of Education states this bill will decrease state expenditures by $7,940,050 in FY 2013 and each year thereafter. This bill will increase local expenditures by $724,712 in FY 2013, $1,449,424 in FY 2014, $2,174,135 in FY 2015, and $2,898,847 in FY 2016. This bill will have no fiscal impact on state, county, and local revenue, or county expenditures.
METHODOLOGY:
The Department of Education states this bill would eliminate the State’s obligation to provide funding for students attending any chartered public school authorized by the State board of education. The proposed bill would require the pupil’s resident school district to pay directly to the chartered public school an amount equal to a specified percentage of the pupil’s adequate education cost. The percentage begins at 10%, and will increase by 10% on July 1 of each successive fiscal year not to exceed 70%. The Department states all charter schools for the 2010-2011 school year were state approved. Since the proposed bill takes away the State’s obligation to pay for the charter school student, the current adequacy aid of $7,940,050 will be removed as an annual State expense. The Department states the number of 2010-2011 State approved charter school students is 1,457. Local towns will be obligated to pay for these charter school students as follows –
