AN ACT relative to simulcast greyhound races.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Pari-Mutuel Pools on Simulcast Racing. Amend RSA 284:22-a by inserting after paragraph VIII the following new paragraph:
IX. No licensee shall sell pari-mutuel pools for races simulcast from jurisdictions that do not make injury records of racing greyhounds available to the public.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT relative to simulcast greyhound races.
FISCAL IMPACT:
The Racing and Charitable Gaming Commission states this bill, as introduced, may decrease state revenue by $190,926 in FY 2014 and each year thereafter. There will be no impact on state, county, and local expenditures, or county and local revenue.
METHODOLOGY:
The Racing and Charitable Gaming Commission states this bill prohibits the sale of pari-mutuel pools from jurisdictions that do not make injury records of racing greyhounds available to the public. The Commission states there are currently two pari-mutuel licensees in the state which simulcast greyhound races from six jurisdictions. The Commission contacted each of the six states; two states did not respond, while of the remaining four, one state does not make public injury records of racing greyhounds. Based upon FY 2012 revenue from that state, the Commission projects this bill may decrease state revenue by $190,926 per year if those who would otherwise place wagers on races from that state choose not to place wagers on simulcast greyhound races from one of the other states. The loss of revenue is assumed to begin in FY 2014 as the bill is scheduled to take effect 60 days after passage.
