STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT establishing a commission to study the common core standards.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Common Core Standards Study Commission. Amend RSA 193-E by inserting after section 5 the following new subdivision:

Common Core Standards Study Commission

193-E:6 Commission Established.

I. There is established a commission to study the common core standards.

II.(a) The members of the commission shall be as follows:

(1) One member of the senate, appointed by the president of the senate.

(2) Two members of the house of representatives, appointed by the speaker of the house of representatives.

(3) The commissioner of the department of education, or designee.

(4) One at-large member, appointed by the governor.

(b) Members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III. The commission shall:

(a) Compare the current educational standards with common core standards, to determine which contains the level of rigor that the New Hampshire students will need to enter a higher educational program and to succeed in the 21st century.

(b) The commission shall examine how the common core standards relate to New Hampshire’s current standards, and examine the impact, if any, of applying national standards to local schools.

(c) Examine whether the common core standards remove local input from what teachers should teach.

(d) Study whether common core standards are at least as rigorous as New Hampshire’s current educational standards and examine the impact, if any, at the local level of the use of common core standards.

IV. The members of the study commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the senate member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Three members of the commission shall constitute a quorum.

V. The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2014.

2 Repeal. RSA 193-E:6, relative to the common core standards study commission, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect December 1, 2014.

II. The remainder of this act shall take effect upon its passage.
