STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT relative to aid for regional agreements of watershed municipalities.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subparagraph; Aid to Municipalities for Water Pollution Control; State Contributions. Amend RSA 486:1, I by inserting after subparagraph (b) the following new subparagraph:

(c) The state of New Hampshire shall pay municipalities with regional watershed agreements a 50 percent grant in a lump sum payment for an adaptive watershed management and restoration plan contingent upon the municipalities located in the watershed raising the matching 50 percent. Such grants shall be given priority consideration under RSA 486:1. The adaptive watershed management and restoration plan shall incorporate an analysis of water, wastewater, storm water, septic, fertilizers, and other contributing factors to:

(1) Collaborate on planning and implementing measures to improve and protect water quality and meet clean water standards, particularly with respect to nutrient pollution;

(2) Encourage and guide watershed municipalities, the state, and other stakeholders, individually and in collaboration with one another, to plan, implement, and invest in water, wastewater, stormwater, and land use planning and management approaches that protect the water quality, natural hydrology, and habitats of the state’s resources and that advance the state’s economic growth, resource protection, and planning policy, under RSA 9-B; and

(3) Propose solutions to reduce pollution and enhance water quality within the watershed.

2 Effective Date. This act shall take effect 60 days after its passage.

SB 408-FN-LOCAL - FISCAL NOTE

AN ACT relative to aid for regional agreements of watershed municipalities.

FISCAL IMPACT:

The Department of Environmental Services states this bill, as introduced, may increase state general fund expenditures, and county and local revenue and expenditures by an indeterminable amount in FY 2014 and each year thereafter. There is no impact on state revenue.

METHODOLOGY:

The Department of Environmental Services states this bill requires the state to pay municipalities in regional agreements for water pollution control a 50 percent grant for an adaptive watershed management and restoration plan. The Department does not know the number of local municipalities and counties participating in regional agreements, number of such plans prepared or the cost of developing these plans, therefore it is unable to determine the amount of any increase, if any, in state general fund expenditures in the form of grants made under RSA 486:1. The Department assumes this bill may increase county and local revenue and expenditures partly as a result of the state grant that will be available to municipalities for participating in regional agreements.
