AN ACT relative to additional funding for third grade proficiency in mathematics.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Cost of an Opportunity for an Adequate Education. Amend RSA 198:40-a, II-a to read as follows:

II-a. An additional $675 for each third grade pupil in the public school's ADMA in the determination year who has not tested at the proficient level or above in the [reading] mathematics component of the state assessment and who is not eligible to receive special education, English as a second language, or free or reduced-price meal program funds in the determination year.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 218-FN - FISCAL NOTE

AN ACT relative to additional funding for third grade proficiency in mathematics.

FISCAL IMPACT:

The Department of Education states this bill, as introduced, will increase state education trust fund expenditures and local revenues by $250,698 in FY 2016 and by an indeterminable amount in each year thereafter. There will be no impact on state and county revenue or county and local expenditures.

METHODOLOGY:

The Department of Education states this bill would amend RSA 198:40-a, II-a, relative to the cost of an adequate education, by changing the differentiated aid of $675 per year for third grade pupil who has not tested at the proficient level or above in reading, to mathematics. Based on FY 2016 preliminary data, the Department estimates this will increase state education trust fund expenditures and local revenues by a net amount of $250,698 in FY 2016. Impact on specific towns will vary depending on their specific number of pupils eligible for differentiated aid. This bill’s impact on FY 2017 and each year thereafter is indeterminable as data is not yet available. It is assumed this change will not have an impact on FY 2015 adequate education grants as the effective date of this bill is 60 days after passage.
