STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT authorizing a trial program for electronic voter check-in.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Electronic Voter Check-In; Trial Program. The secretary of state is hereby authorized to implement an electronic voter check-in trial program. The program shall be conducted pursuant to guidelines developed by the secretary of state for the use of an electronic database by ballot clerks instead of paper checklists to receive and verify voters in accordance with RSA 659. Participation in the program shall be pursuant to a voluntary agreement between the secretary of state and the governing body of each participating city or town. Expenses of the trial program shall be paid by the secretary of state from the election fund established under RSA 5:6-d.
2 Effective Date. This act shall take effect 60 days after its passage.

AN ACT authorizing a trial program for electronic voter check-in.
FISCAL IMPACT:
The Department of State states this bill, as introduced, will increase state restricted expenditures by an indeterminable amount in FY 2015 and each year thereafter. There will be no impact on county and local expenditures, or state, county, and local revenue.
METHODOLOGY:
The Department of State states this bill authorizes it to implement an electronic voter check-in program, pursuant to a voluntary agreement between the Department and each participating city or town. The bill states that the program’s expenses shall be paid from the election fund established under RSA 5:6-d. The Department states that because the scope of the project and nature of the electronic equipment needed have not yet been determined, it is unable to project the project’s costs.
