STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT requiring instruction in cursive handwriting and memorization of multiplication tables.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; State Board of Education; Duties. Amend RSA 186:11 by inserting after paragraph XXXVI the following new paragraph:
XXXVII. Cursive Handwriting and Multiplication Tables.
(a) Ensure pupils in the public schools are instructed in cursive handwriting so that students create readable documents through legible cursive handwriting by the end of fifth grade.
(b) Ensure pupils in the public schools memorize multiplication tables to demonstrate competency in efficiently multiplying numbers.
2 Effective Date. This act shall take effect 60 days after its passage.

SB 195-FN - FISCAL NOTE
AN ACT requiring instruction in cursive handwriting and memorization of multiplication tables.
FISCAL IMPACT:
The Department of Education states this bill, as introduced, may have an indeterminable impact on local expenditures in FY 2016 and each year thereafter. There will be no impact on state, county, and local revenues or state and county expenditures.
METHODOLOGY:
The Department of Education states this bill requires public schools to ensure students are instructed and capable of writing in cursive. Further, this bill requires students in public schools to memorize multiplication tables to demonstrate competency in efficiently multiplying numbers. The Department does not collect information on whether public school curriculums include cursive writing or the memorization of multiplication tables but assumes most schools already perform such activities. Consequently, the Department is unable to estimate the fiscal impact of this bill.
