This resolution urges Congress to support additional federal resources to expand the housing supply and address the housing shortfall in New Hampshire.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Whereas, the New Hampshire senate fully recognizes the continuing house shortfall crisis in the state of New Hampshire; and
Whereas, it is calculated that the state of New Hampshire currently needs over 40,000 residential housing units to meet its current housing shortfall to allow for continued economic development, family stability and the opportunity to bring high paying jobs to the state of New Hampshire; and
Whereas, the state of New Hampshire received over $24,000,000 in federal funding in fiscal year 2022 to bolster the development of deeply needed housing units; and
Whereas, the InvestNH housing program utilizes an additional $100,000,000 of federal funding to expand housing construction in New Hampshire; and
Whereas, the state of New Hampshire leverages federal resources to support housing development, including the 9 percent low-income housing tax credit (LIHTC) program; now, therefore, be it
Resolved by the Senate:
That the New Hampshire senate encourages the entire New Hampshire congressional delegation to continue advocating for additional federal resources to further the development of housing units, including, but not limited to, support for the Community Development Block Grant Program, HOME Investment Partnership Program, National Housing Trust Fund, and the LIHTC Program; and
That the New Hampshire senate recognizes, appreciates, and values the investment the federal government has made toward easing our housing crisis. We wish to ask for an increase and expansion of the 9 percent tax credit. The multiplier effect will greatly amplify the further investment into our housing stock, easing the burden our citizens are currently facing in regards to affordable and attainable housing in New Hampshire; and
That the New Hampshire senate commits to partnering with local, state, and federal stakeholders to coordinate the utilization of available resources, including through working to lower the cost of construction, to meet the demand for additional housing development and ensure a strong, coordinated response to the current housing crisis facing the state of New Hampshire; and
That copies of this resolution be transmitted to the members of the New Hampshire congressional delegation.
