STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to allowing members of the general court to participate in the department of health and human services employee assistance program.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Member of the General Court; Participation in Employee Assistance Program.  Amend RSA 14-A by inserting after section 6 the following new section:

14-A:7  Participation in Employee Assistance Program.  Members of the general court shall be permitted to participate in the New Hampshire employee assistance program operated by the department of health and human services.  Any cost for the participation shall be determined by the department of health and human services and paid from funds of the legislative branch.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill allows members of the General Court to participate in the employee assistance program operated by the Department of Health and Human Services (DHHS), to be paid for by the Legislative Branch.  The per-person cost of participation in the program (paid to DHHS by all participating state entities) will be $38.45 in FY25.  Assuming a 6 percent increase in subsequent years (similar to the increase from FY24 to FY25), the per-person cost will be $40.76 in FY26 and $43.21 in FY27.  Multiplied by 424 participants, the total cost to the Branch will be $16,303 in FY25, $17,282 in FY26, and $18,321 in FY27.  The Branch states that it will be able to absorb this cost within its existing appropriation.  DHHS states that no additional positions will be necessary to support the increased workload that may result from the bill. As of this writing, it is unclear whether the per-person cost of participation in the program will be revised as a result of the bill, should the bill become law.   

 

It is assumed any fiscal impact will begin in FY25.
