STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to dentists licensed in another country.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Dentistry; International Provisions.  Amend the subdivision heading preceding RSA 317-A:24 to read as follows:

Interstate and International Provisions

2  Dentistry; Limited License for International Applicants.  Amend RSA 317-A:24 to read as follows:

317-A:24 Applicants From Other States; Limited License for International Applicants.

I. The board may license any applicant for a dental or dental hygienist license who is so licensed in any other state, provided the other state's licensing requirements are substantially equivalent to or higher than those of this state.

II.  The board may grant a limited license for an applicant licensed in another country to serve as a limited license dental intern in a hospital or other institution maintained by the state, a county, or municipality, or hospital or dental infirmary incorporated under the laws of the state, provided that the applicant is of good moral character, has met all eligibility requirements and has submitted to the board all information required in rules adopted by the board.

3  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill allows the board of dental examiners to grant a limited dental license to applicants licensed in another country.  The Office of Professional Licensure and Certification (OPLC) states this license type is new, there won't be a predetermined fee in place yet.  Currently, there are licenses for dentists and dental hygienists, each requiring an initial application, renewal, and reinstatement fee of $170 for a two-year term.  Since the office lacks data on how many individuals might opt for the "limited license," they cannot predict the number of applications OPLC will receive but they do know there will be an indeterminable increase in revenue.  Additionally, any revenue received from the new license will be attributable to the rules as the fee is set in rules and not statutorily.  The OPLC also states there will be no increase in expenditures as they are able to absorb any additional cost from the new license into their existing operating budget.
