STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Powers and Duties of Towns; Recording of Selectmen Meetings. Amend RSA 31 by inserting after section 103-a the following new section:
31:103-b Recording of Selectboard Meetings. The board of selectmen shall cause all regular and special sessions of board of selectmen meetings to be video recorded and live-streamed on a platform that is accessible to the public.
2 New Section; School Boards; Recording of School Board Meetings. Amend RSA 189 by inserting after section 1-e the following new section:
189:1-f Recording of School Board Meetings. The school board of every school district shall cause all regular and special sessions of school board meetings to be video recorded and live-streamed on a platform that is accessible to the public.
3 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires public sessions of the boards of selectmen and school boards to be video recorded and live-streamed. The New Hampshire Municipal Association there will be an indeterminable increase in local expenditures starting in FY 2024 to the extent boards of selectman and school boards do not currently live stream their meetings on a platform accessible to the public. If a municipality does not have the technology necessary to video record and live-stream their board meetings, additional investments in broadband infrastructure, to ensure there is adequate bandwidth to live-stream, as well as purchases of equipment and associated technological support will be needed.
