STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Public Awareness Campaign on Brain Health, Alzheimer's Disease, and Related Dementias. The department of health and human services, in partnership with the state commission on aging, the subcommittee on Alzheimer's and other related dementia, and the Alzheimer's Association, shall develop a public awareness campaign on brain health, Alzheimer’s disease and related dementias, and incorporate the campaign into its existing, relevant public health outreach programs on an ongoing basis. The public awareness campaign shall:
I. Educate health care providers on the importance of early detection and timely diagnosis of cognitive impairment, validated cognitive assessment tools, the value of a Medicare Annual Wellness visit for cognitive health, and the Medicare care planning billing code for individuals with cognitive impairment; and
II. Increase public understanding and awareness of early warning signs of Alzheimer's disease and other types of dementia, the value of early detection and diagnosis, and how to reduce the risk of cognitive decline, particularly among persons in diverse communities who are at greater risk of developing Alzheimer's disease and other types of dementia; and
III. Inform health care professionals and the general public of dementia care coordination services for those living with Alzheimer’s disease and related dementias and other resources and services available to individuals living with dementia and their families and caregivers, in partnership with the state commission on aging, the subcommittee on Alzheimer's and other related dementia, and the Alzheimer's Association.
2 Appropriation. The sum of $500,000 for the fiscal year ending June 30, 2023, is hereby appropriated to the department of health and human services for the purposes of developing the public awareness campaign on brain health, Alzheimer’s disease and related dementias. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
3 Report. At the conclusion of the public awareness campaign, the department of health and human services shall submit a report to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, the state library, the state commission on aging, the subcommittee on Alzheimer’s and other related dementia, the senate committee on health and human services, and the house committee on health, human services and elderly affairs, outlining the impact of the campaign and any related findings or recommendations for legislation on or before November 1, 2024.
I. Section 2 of this act shall take effect June 30, 2023.
II. The remainder of this act shall take effect upon its passage.

METHODOLOGY:
This bill requires the Department of Health and Human Services to coordinate with the Alzheimer's Association and the State Commission on Aging to create a public awareness campaign regarding Alzheimer's Disease and related dementias. The Department expects to contract with an outside firm to conduct the campaign, at an estimated cost of $500,000. The Department anticipates that it will incur the costs of the campaign in FY24. The bill contains a $500,000 general fund appropriation for the fiscal year ending June 30, 2023, which is effective June 30, 2023, for the purpose of this bill. However, the appropriation will lapse back to the general fund the same day it is made as the appropriation is not nonlapsing.
