To access an agency’s rules in the New Hampshire Code of Administrative Rules on the Administrative Rules web site (as compared with the agency’s own web site), first click on the rule title or subtitle prefix below, such as ("Agr" or "Env-A") to see the Table of Contents for the agency’s rules.  Then click on an underlined chapter number in the Table of Contents, such as "Env-A 100" to view that chapter, which might be in the same file with other chapters of the same agency.

NOTE:

An effective rule will not appear on this web site until the agency certifies the rule after editing.  Expired rules are deleted or their source notes marked "Expired" once their expiration is known to the Administrative Rules office. See How to Double-Check the On-Line Rule to determine if there have been subsequent amendments not yet on-line, or if the rule has expired but not yet been noted or deleted.

Agencies are listed alphabetically below by rule title or subtitle prefix if they meet the definition of "agency" in RSA 541-A:1, I.  Prefixes are assigned by the Director of Legislative Services for each agency with rulemaking authority under RSA 541-A, the Administrative Procedure Act.  A prefix is unique to a particular agency in order to identify that agency’s rules and precedes the actual rule number.


The list includes the Business Finance Authority (Bfa), although the agency is exempt from RSA 541-A pursuant to RSA 162-A:28 and RSA 541-A:21, I(u).  The agency must still file its rules with the Administrative Rules office.


The following agencies are also exempt, and must file with the Administrative Rules office, but their rules are not available on this web site but only from the agencies or on the agencies' own web sites.  Their filing histories with the Administrative Rules office can be viewed on Agency Filing Histories:

  • Health and Education Facilities Authority (formerly the Higher Education and Health Facilities Authority), exempt pursuant to RSA 195-D:5-a, II and RSA 541-A:21, I(v).
