Agr 3501.01 Statement of Purpose. The purpose of these rules is to establish
the process for the investigation of complaints made against breeders of dogs
or cats.

Agr 3501.02 Definitions.
(a) “Breeder” means
any person who breeds dogs or cats for sale, gift or transfer in any manner.
(b) “Commissioner”
means the
(c) “Complaint” means a formal allegation against
a breeder of dogs or cats having to do with:
(1)
Immunizations for disease prevention;
(2) A health
certificate or any of its content;
(3) The age of
the dog or cat;
(4) The condition
of health of the dog or cat; or
(5) The
veterinarian that examined the dog or cat and signed the health certificate.

Agr 3501.03 Complaints. All complaints shall be in writing and shall
be signed by the submitter and shall
include the health certificate and all other documents that relate to the basis
for the complaint.

Agr 3501.04 Investigations.
(a) The commissioner or designee shall
investigate all written complaints against a dog or cat breeder of the state.
(b) The investigation shall be initiated within
10 days of receipt of the written complaint.
(c) The results of the investigation shall be in
a written report.
(d) The breeder shall be notified by the
commissioner or designee of the result of the investigation.
