CHAPTER Saf-C 800  SELF-DIALING TELEPHONE ALARM SYSTEMS

PART Saf-C 801  SCOPE

 

Saf-C 801.01  Rules of Construction.  The statutory rules of construction set forth in RSA 21 shall apply to the rules in this chapter.

Saf-C 801.02  Scope of the Chapter.  This chapter shall:

 

(a)  Govern the connection of self-dialing telephone alarm to any receiving agency.

 

(b)  Not relieve a person from fulfilling and complying with any other county, city, or town requirements.

 

(c)  Not preclude any receiving agency from prescribing requirements not in conflict with the requirements appearing herein.

PART Saf-C 802  DEFINITIONS

 

Saf-C 802.01  Definition of Terms.  Terms used in this chapter shall be defined as follows unless a different meaning is clearly apparent from the text:

 

(a)  "Alarm" or "self-dialing telephone alarm" means "self-dialing telephone alarm" as defined in RSA 370-A:1, II.

 

(b)  "Department" means the New Hampshire department of safety.

 

(c)  "Person" means a natural person, a corporation, partnership, association or other legal entity.

 

(d)  "Receiving agency" means "governmental agency" as defined in RSA 370-A:1, I.

 

(e)  "User" means a person who utilizes a self dialing telephone alarm.

PART Saf-C 803  ALARM SPECIFICATIONS

 

Saf-C 803.01  Message Content and Format.

 

(a)  The alarm system shall transmit a pre-recorded message to the receiving agency in the format prescribed in (b) below.

 

(b)  The message of the tape shall:

 

(1)  Be of a standard format as prescribed by the receiving agency; and

 

(2)  Contain either of the following:

 

a.  The subscriber's identifying number as prescribed by the receiving agency; or

 

b.  A specific description of the address of the source of the alarm, including directions of how to get the address.

Saf-C 803.02  Sample Recordings.  Test or sample recordings shall be made available by the user to the receiving agency prior to installation.

Saf-C 803.03  Telephone Line Used.  Alarms shall be connected so as to ring the telephone number prescribed by the receiving agency.

Saf-C 803.04  Frequency of Call.  Alarms shall be installed and utilized so as to notify the receiving agency of a fire or an unauthorized entry.

PART Saf-C 804  NOTIFICATION OF CONNECTION

 

Saf-C 804.01  Application, Data Required.

 

(a)  Any person applying for permission to connect an alarm shall furnish to the receiving agency the following:

 

(1)  Name, address, telephone number of user;

 

(2)  Type of protection afforded by the alarm;

 

(3)  Name, address, telephone number of 2 persons to be called in the event of alarm activation;

 

(4)  Whether the alarm notifies any other person or agency, and if so, the name and address of same;

 

(5)  Name, address, telephone number of person who installs and maintains the alarm;

 

(6)  Applicant's signature;

 

(7)  Approving officer's signature; and

 

(8)  The subscriber's number to be utilized in identifying the location of the alarm.

 

(b)  The information above shall be provided on a form prescribed by the receiving agency.  The department shall make available standardized application forms which the receiving agency may utilize.
