STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Two

 

AN ACT relative to removing the ramp tolls at exit 11 in Hooksett.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Department of Transportation; Hooksett Tolls Eliminated.  Notwithstanding any law to the contrary, the commissioner of the department of transportation shall eliminate the northbound and southbound ramp tolls for exit 11 on the Everett turnpike in the town of Hooksett.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill eliminates the northbound and southbound ramp tolls for exit 11 on the F. E. Everett Turnpike in Hooksett.  The Department of Transportation has provided the following projections relative to annual transactions, gross toll revenue, toll operations/maintenance costs, and removal costs for the Hooksett exit 11 plaza:

1 Annual toll transaction and revenue estimates based upon anticipated growth levels from traffic and revenue studies performed by Stantec Consulting Services Inc.

2 Includes personnel costs, utility costs, and other facility operating/maintenance costs, with a 2% annual inflation adjustment.

3 Bill is effective 60 days after passage.

4 Removal project anticipated to occur in FY 2024, although operation would cease 60 days after bill’s passage.

 

The above table does not include toll collection system maintenance or E-ZPass back-office system expenditures, therefore this bill's net impact on state expenditures is indeterminable in FY 2023 and each year thereafter.
