This bill allows the executive director of fish and game to lease certain seasonal camp lots on fish and game lands, and changes the requirements for approval of short-term leases and contracts of the department.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Three

 

AN ACT relative to the leasing of seasonal camp lots by the fish and game department.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

48:1  Fish and Game; Leasing of Seasonal Camp Lots.  Amend RSA 212:10-b to read as follows:

212:10-b Leases and Privileges.

I. The executive director of the fish and game department may execute leases or contracts for the short-term use of buildings or lands owned by the department. All such leases or contracts extending for a [cumulative] period of more than [30 days] 5 years or for [a] an annual consideration of more than $5,000 shall be approved by the governor and council prior to being effective. All such leases and contracts shall be consistent with the purposes of Title XVIII. All money collected from such contracts and leases shall be credited to the fish and game fund established under RSA 206:33.

II. The executive director of the fish and game department may assign department housing without charge to a classified employee, including only, any or all of the following utilities: heat, fuel, gas, electricity, and water; provided, that said housing is being furnished for the operational convenience of the department, the housing is on state property administered and managed by the department, and the classified employee is required to accept such lodging as a condition of employment.

III.  The executive director of the fish and game department may make contracts for the leasing of seasonal camp lots, which were in existence at the time of the state's acquisition of the tract, for periods not exceeding 5 years.  Such leases shall be exempt from the provisions of RSA 4:40.  All such contracts extending for a period of more than 5 years or for an annual consideration of more than $7,500 shall be approved by the governor and council prior to being effective.  All money collected from the leasing of seasonal camp lots shall be credited to the fish and game fund established under RSA 206:33.

48:2  Effective Date.  This act shall take effect July 1, 2023.
