Committee Function:It shall be the duty of the Committee on Finance to examine and consider the state of the treasury and the budget; subjects concerning the financial interest of the state; all measures carrying appropriations of state money except claims against the state and such other matters as may be referred to it. Prior to the report of the Finance Committee to the House, the Speaker may refer the budget of certain self-sustaining state agencies to appropriate committees for study and recommendation.

Committee Function:It shall be the duty of the Committee on Municipal and County Government to consider all matters pertaining to town, city and county officers; changes in municipal and county government; the boundary lines of towns, cities and counties; the creation of new towns, cities and counties; local revenue, including fees, property taxes and exemptions; and such other matters as may be referred to it.
Personal Biography
A graduate of Weber State University in 1974, David John Preece went on to get graduate degrees in Urban and Regional Planning from Western Kentucky University and the University of Wisconsin- Madison. He served as the Executive Director and CEO of the Southern New Hampshire Planning Commission from December 2004-2017. Mr. Preece worked as a planner in public and private sectors in San Francisco, New York City, Washington D.C., Beloit, Wisconsin, and Park City, Utah. During his forty years of regional and urban planning, Mr. Preece has worked in many parts of the county and received several awards for his leadership and contribution to planning. He was awarded the National Association of Regional Councils’ Walter Scheiber Leadership Award. After he retired from the urban and regional planning worlds, Mr. Preece focuses on the next chapter of his life as an artist, writer, and filmmaker.

David John Preece has had several productions of his plays and screenplays, including Charles Dickens’ Ghost Stories (winner of Best Play by the New Hampshire Theatre Awards 2008), The Picture of Dorian Gray (winner of ten New Hampshire Theatre Awards 2011 nominations, including Best Original Play), The House of the Seven Gables (winner of the Best Original Play by the New Hampshire Theatre Awards (2009), and Tender (nominated for Best New Play by the Los Angeles Weekly 2004 and (winner of Best New Play by the New Hampshire Theatre Awards 2007). His other plays have received recognition, including According To John (finalist in the Kentucky Theatre Association’s Roots of the Bluegrass New Play Contest and March 2022 Playwright for the Elephant Ears Reading Series of the Elephant Room Productions), The Unicorn from the Stars (winner of the Vermont Playwright Award 2020), Dancing Among the Wildflowers (winner of the Best One-Act Play with Mixing it Up Production’s 2020 Spring Emerging Playwrights Contest), and The Trial of Edward Coles (finalist of the FirstWorks 2022 with Theatre@First). His plays, Charles Dickens’ Ghost Stories, The House of the Seven Gables, The Scarlet Letter, and The Picture of Dorian Gray, are published. His short film, Lunch with Eddie, which he wrote, directed, and produced, was shown at over thirty international film festivals and won several awards for best film and director. Mr. Preece has written and published several Children's Picture Books.
