AN ACT relative to certain transportation companies under the Medicaid managed care program.

ANALYSIS

This bill requires the commissioner of the department of health and human services to submit a state plan amendment to the federal Centers for Medicare and Medicaid Services for the purpose of changing the miles paid for by the state to transportation companies transporting patients to medical appointment so that the transportation company will be liable for the cost of the first 2 miles and the state will be liable for the miles thereafter. Currently the transportation company is liable for the cost of the first 5 miles of transportation. This bill also seeks to exclude all transportation companies which have been in business for 5 years or longer from the Medicaid managed care program requirements.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT relative to certain transportation companies under the Medicaid managed care program.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; Medicaid Managed Care Program; Transportation Services. Amend RSA 126-A:5 by inserting after paragraph XXII the following new paragraph:

XXIII. The commissioner shall prepare and submit a Title XIX Medicaid state plan amendment to the federal Centers for Medicare and Medicaid Services for the purpose of requiring the transportation company to be liable for the cost of the first 2 miles of transportation costs for transporting patients to medical appointments under the Medicaid managed care program. The commissioner shall also include as part of the amendment a request that all transportation companies which have been in business 5 years or longer be excluded from the Medicaid managed care program requirements.

2 Effective Date. This act shall take effect 60 days after its passage.
