STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Thirteen
AN ACT restoring funding for the university system of New Hampshire and the community college system of New Hampshire.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation; University System of New Hampshire. The sum of $200,000,000 for the biennium ending June 30, 2015 is hereby appropriated to the university system of New Hampshire for the purpose of restoring funding which was reduced in fiscal years 2012 and 2013. These funds shall be in addition to any other moneys appropriated to the university system for the biennium ending June 30, 2015. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Appropriation; Community College System of New Hampshire. The sum of $22,000,000 for the biennium ending June 30, 2015 is hereby appropriated to the community college system of New Hampshire for the purpose of restoring funding which was reduced in fiscal years 2012 and 2013. These funds shall be in addition to any other moneys appropriated to the community college system for the biennium ending June 30, 2015. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect 60 days after its passage.

SB 125 FISCAL NOTE
AN ACT restoring funding for the university system of New Hampshire and the community college system of New Hampshire.
FISCAL IMPACT:
The University System of New Hampshire and Community College System of New Hampshire state this bill, as introduced, will increase state general fund expenditures by $111,000,000 in both FY 2014 and FY 2015. There is no fiscal impact on state, county, and local revenue, or county and local expenditures.
This bill appropriates $200,000,000 from the state general fund to the University System of New Hampshire, and $22,000,000 from the state general fund to the Community College System of New Hampshire, in the biennium ending June 30, 2015 for the purposes of this act.
METHODOLOGY:
The University System of New Hampshire states this bill appropriates $200,000,000 of state general funds for the biennium ending June 30, 2015 for the purpose of restoring funding reduced in the previous budget cycle. The System assumes these funds will be distributed evenly over the two fiscal years. Similarly, the Community College System states the bill appropriates $22,000,000 of state general funds for the biennium ending June 30, 2015 for the same purpose, and likewise assumes the funds will be distributed evenly over the two fiscal years. Accordingly, the bill will increase general fund expenditures by $111,000,000 in both FY 2014 and FY 2015.
