ANALYSIS
This bill requires that department of health and human services funds under the refugee resettlement program shall first be fully expended to provide for the state's efforts to support the social determinants of health for United States citizens.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to administration of the New Hampshire refugee resettlement program.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Health and Human Services; Duties of the Department; Refugee Resettlement Program. Amend RSA 161:2, XVIII to read as follows:
XVIII. Refugee Resettlement. Administer the New Hampshire refugee resettlement program as funded by and in cooperation with the United States Department of Health and Human Services under the Refugee Act of 1980; provided that state funds and assistance shall first be fully expended to provide for the state's efforts to support the social determinants of health for United States citizens. Programmatic resources may be used for beneficiaries of federal resettlement programs after the department certifies that United States citizens have been served and removed from wait lists maintained for each state funded service.
2 Effective Date. This act shall take effect 60 days after its passage.
