AN ACT establishing a commission to study information literacy and media literacy instruction in public schools.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT establishing a commission to study information literacy and media literacy instruction in public schools.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1   New Section; Commission Established; Commission to Study Information and Media Literacy Instruction in Public Schools.  Amend RSA 189 by inserting after 189:70 the following new section:

189:70-a   Commission Established.  There is established a commission to study information and media literacy instruction in public schools.

I.  The members of the commission shall be as follows:

(a)   Four members of the house of representatives, appointed by the speaker of the house;

(b)  One member of the senate, appointed by the president of the senate;

(c)  Two members appointed by the New Hampshire School Library Media Association, one of whom represents urban New Hampshire schools and one of whom represents rural New Hampshire schools.  Of the two, one must represent elementary grades and one must represent secondary grades;

(d)  One member appointed by Media Power Youth; and

(e)  One English Language Arts educator with expertise in media and information literacy instruction, appointed by the department of education.

II.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III.  The commission shall:

(a)  Review curriculum standards and guidelines related to information literacy and media literacy instruction in New Hampshire schools;

(b)  Evaluate the availability of resources, training, and professional development opportunities for educators to effectively teach information literacy and media literacy skills;

(c)  Examine best practices and successful models for integrating information literacy and media literacy instruction across different grade levels and subject areas;

(d)  Identify challenges and barriers in New Hampshire to implementing effective information literacy and media literacy instruction in schools;

(e)  Examine the state of library programs in New Hampshire schools, including the availability of resources, staffing, and support for information literacy and media literacy;

(f)  Engage with experts, educators, students, parents, and other stakeholders to gather input and perspectives;

(g)  Compare New Hampshire's information literacy and media literacy education efforts to those of other states; and

(h)  Develop recommendations for legislative action to improve information literacy and media literacy instruction in New Hampshire schools.

IV.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Five members of the commission shall constitute a quorum.

V.  The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2024.

VI.  The commission shall issue a public report on or before November 1, 2024 containing its findings regarding each of the points listed in paragraph III and make appropriate recommendations.

2  Repeal.  RSA 189:70-a, relative to a commission to study information and media literacy instruction in public schools, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2024.

II.  The remainder of this act shall take effect upon its passage.
