Saf-C 6201 DEFINITIONS
Saf-C 6201.01 “Actual expenses incurred” means the amount
calculated using the process provided in Saf-C 6202 for each of the courses or
programs conducted by the division as training or services offered by the
division.

Saf-C 6201.02 “Assessment center” means a type of
promotional testing that utilizes practical and cognitive evolutions in order
to determine the most suitable candidate for a position.

Saf-C 6202 CALCULATION OF ACTUAL
EXPENSES
Saf-C 6202.01 Calculation of Actual Expenses.
(a)
Actual expenses incurred shall be calculated by the sum of the following
items when applicable:
(1) The cost of personnel shall be calculated by
the total number of hours required by the course curriculum multiplied by the
average hourly rates of division employees anticipated to be involved in the
training or service;
(2) The cost of mileage reimbursement shall be
calculated by the average number of miles reimbursed to the division employees
anticipated to be involved in the training or service multiplied by the state approved
mileage reimbursed rate outlined in the NH department of administrative
services Manual of Procedures MOP 1300 available at http://sunspot.nh.gov/
DASManualProcedures/Documents/MOP/MOP%201300.doc;
(3) The cost of books and manuals shall be the
sum of the costs of the books and manuals that are required by the course
curriculum for each student of the training;
(4) The cost of mailing shall be calculated to
include all envelopes, certification paper, and postage costs anticipated to be
needed as part of the training or service;
(5) The cost of equipment shall be the purchase
price of any equipment that is required to be purchased based on the training
or service;
(6) The cost of consumables shall be calculated
by the current cost of such consumables in the Concord, New Hampshire area
multiplied by the quantity that is required for the training or service; and
(7) The cost of certification expenses shall be
the estimated number of certifications issued for the training multiplied by
the cost of certification with the accreditation body.
(b)
Under all circumstances all expenses shall be incurred following
official State of New Hampshire purchasing requirements outlined in the NH
department of administrative services Manual of Procedures MOP 1600, available

Saf-C 6203 TUITION
Saf-C 6203.01 Tuition Fees.
(a)
The tuition for a program or course conducted by the division as
training shall be published on the division website at
https://www.nh.gov/safety/divisions/fstems/CourseCatalog.html no later than May
1st each year before the program or course is conducted.
(b)
The tuition fees for certification courses or programs given to New
Hampshire emergency service personnel shall be the per capita share of the
actual expenses incurred by the division, as calculated per Saf-C 6202, less
65%.
(c)
The tuition fees for non-certification courses or programs conducted by
the division and given to New Hampshire emergency service personnel shall be
the per capita share of the actual expenses incurred as calculated per Saf-C
6202.
(d)
Any courses offered
as a result of the awarding of a grant shall have fees assessed in accordance
with the requirements set forth in the grant.
(e)
For emergency service personnel from another state or non-emergency
service personnel, the tuition fees for any course or program conducted shall
be the per capita share of the actual expenses incurred by the division, as
calculated per Saf-C 6202, plus 45%.

Saf-C 6203.02 Billing. Tuition fees and other fees established in
these rules, shall be billed in accordance with the accounts receivable,
billing, and collection requirements of the NH department of administrative

Saf-C 6204 EXAMINATIONS
Saf-C 6204.01 Certification Examination Fees.
(a)
The division shall charge a $30.00 fee for any retest given to a student
who has failed a written certification examination or single station practical
examination.
(b)
The division shall charge a $75.00 fee for any retest given to a student
who has failed the entire practical examination.
(c)
Any student who fails to appear for a retest of a certification
examination shall be charged a $20.00 fee, unless notification is given at
least 5 hours prior to the examination.
(d)
The division shall charge actual expenses incurred to any organization
which completes a certification course that is not coordinated or funded by the
division.

Saf-C 6204.02 Reciprocity Examination Fees.
(a)
Students seeking certification based upon training taken in other
jurisdictions shall be charged:
(1) A $100.00 fee for Firefighter I
certification, including all components;
(2) A $80.00 fee for Firefighter II
certification;
(3) A $60.00 fee for all other certifications;
and
(4) A $400.00 fee for emergency service personnel
from another state or non-emergency service personnel seeking New Hampshire
certification, requiring research.

Saf-C
6204.03 Entrance Examination Fees. The division shall charge any person who
registers to participate in the entrance examination the per capita share of
actual expenses incurred by the division, based upon the finances and
enrollment of the previous entrance examination.

Saf-C 6204.04 Promotional Testing Fees. The fees for all promotional testing,
including assessment centers, charged to municipalities shall be the actual
expenses incurred by the division, as calculated per Saf-C 6202, plus 20%.

Saf-C 6205 UTILIZATION OF FIRE ACADEMY
FACILITY AND MOBILE PROPS
Saf-C 6205.01 Fire Academy Facility Fees. Fees for utilization of the fire academy
facilities shall be as follows:
(a)
Use of the auditorium shall be charged at the rate of $175 per day or
$125 per half-day;
(b)
Use of a double classroom shall be charged at the rate of $150 per day
or $75 per half-day; and
(c)
Use of a single classroom shall be charged at the rate of $100 per day
or $50 per half-day.

Saf-C 6205.02 Mobile Prop Fees.
(a)
New Hampshire fire department and fire-related state agencies shall be
charged fees for the utilization of mobile props, as follows:
(1) There shall be no charge for the first 2
utilizations of mobile props in a fiscal year; and
(2) Each subsequent utilization of mobile props
in a fiscal year shall be the actual expenses incurred by the division,
as calculated per Saf-C 6202.
(b)
Individuals and entities that are not New
Hampshire fire departments and fire-related state agencies shall be charged the
actual expenses incurred by the division for utilization of mobile props.

Saf-C 6206 INDUSTRIAL TRAINING
Saf-C
6206.01 Industrial Training Fees.
(a)
The fees for industrial training shall be the actual expenses incurred
by the division, as calculated per Saf-C 6202, plus 75-100%, based upon the
complexity of the training.
(b)
The fees for training to state agencies shall be the actual expenses
accrued to the division, plus 10%.

Saf-C 6207 DORMITORY
Saf-C
6207.01 Dormitory Fees.
(a)
The division shall charge the following for use of the dormitory at the
fire academy:
(1) For New Hampshire emergency service
personnel, there shall be no fee charged; and
(2) For emergency service personnel from another
state or non-emergency service personnel, the fee shall be $40.00 per person,
per night.

Saf-C 6208 MISCELLANEOUS SERVICES
Saf-C 6208.01 Mailing Lists. The division shall charge a $15.00 fee to
obtain the New Hampshire fire department mailing list.

Saf-C 6208.02 Duplicate Certificates. The division shall charge a $10.00 fee to
obtain a duplicate copy of a certificate.

Saf-C 6209 WAIVERS
Saf-C
6209.01 Waiver of Fees.
(a)
Upon written request, the commissioner shall waive fees charged to a
governmental entity or non-profit organization for good cause, consisting of
the following:
(1) The fees requested to be waived shall consist
only of fees charged for utilization of the fire academy facility;
(2) The governmental entity or non-profit
organization shall request to utilize the fire academy facility during normal
business hours at a time when the facility is available; and
(3) The governmental entity or non-profit organization
shall not have had fire academy facility utilization fees waived in the
previous 6 months.
(b)
The governmental entity or non-profit organization shall be notified in
writing whether the requested fee waiver has been granted, and if the request
is denied, the commissioner’s decision shall be final.
