CHAPTER Saf-C 7600  STATEWIDE INCIDENT COMMAND SYSTEM

PART 7601  PURPOSE AND SCOPE

 

          Saf-C 7601.01  Purpose.  The purpose of these rules is to implement within the state of New Hampshire the “National Incident Management System (NIMS)” as the standardized all-hazard incident command system in accordance with RSA 21-P:52.

          Saf-C 7601.02  Scope.  The New Hampshire incident command system shall be used by emergency response providers when responding to any natural or man-made incident requiring emergency management from a single or multiple local or state agencies or departments within the state.

PART Saf-C 7602  DEFINITIONS

 

          Saf-C 7602.01  “Commissioner” means the commissioner of the New Hampshire department of safety or his or her designee.

          Saf-C 7602.02  “Emergency response provider” means entry level to managerial level public servants, medical personnel, public health personnel, emergency medical service personnel, firefighters, police officers, public works/utility personnel, and all others engaged in the emergency response to incidents requiring a coordinated response.

          Saf-C 7602.03  Executive head” means a person or group with the overall responsibility for a government, for-profit, or non-profit entity with emergency response provider employees or volunteers.

          Saf-C 7602.04  “Incident Command System” (ICS) means a standardized approach to the command, control, and coordination of on-scene incident management, providing a common hierarchy within which personnel from multiple organizations can be effective.  ICS is the combination of procedures, personnel, facilities, equipment, and communications operating within a common organizational structure designed to aid in the management of on-scene resources during incidents.  It is designed for use in all kinds of incidents, from small to large and complex incidents, including planned events.

PART Saf-C 7603  STATEWIDE INCIDENT COMMAND SYSTEM

 

          Saf-C 7603.01  NIMS.  The “National Incident Management System” (NIMS), Third Edition, October 2017, developed, reviewed, and updated by the federal emergency management agency (FEMA) and used by other states and federal agencies shall be the incident command system used in New Hampshire.

PART Saf-C 7604  INCIDENT COMMAND SYSTEM TRAINING

 

          Saf-C 7604.01  NIMS ICS Training.

 

          (a)  Executive heads shall be responsible for the ICS training of as many of their emergency response providers as is reasonably achievable.  

 

          (b)  Executive heads shall determine the appropriate level of ICS training required according to the position and licensure held by each emergency response provider based on FEMA’s NIMS required and recommended training as set forth at:
