STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to establishing a committee to study the role of colleges and universities in contributing to the student loan crisis.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Committee Established.  There is established a committee to study the role of colleges and universities in contributing to the student loan crisis.

2  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Five members of the house of representatives, appointed by the speaker of the house of representatives, 2 of whom shall be members of the education committee.

(b)  One member of the senate, appointed by the president of the senate.

II.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3  Duties.  The committee shall examine the role of colleges and universities in the student loan crisis.

I.  The study shall include consideration of:

(a)  Policies and practices, including advertising, lobbying activity, and methods of attracting students, that may contribute to higher student loan debt.

(b)  The career outlook and salary expectations for those graduating in varied disciplines, student loan burdens across disciplines, and the ability for students to repay student loan debt across varied disciplines.

(c)  The expansion of administrative positions relative to teaching positions.

(d)  The relationship, if any, between government backing of student loans and increases in tuition and fees and increased student debt load.

(e)  Potential legislation to reduce student debt burdens, protect students from predatory lenders and misrepresentation of student employment prospects, and hold colleges and universities financially responsible for paying off student loans if found ethically liable for predatory behavior, fraud, false or deceptive advertising.

II.  The committee shall solicit information and testimony from any entity or individual with experience or expertise relevant to study.  The committee shall hold at least one public hearing for the collection of written and oral testimony.

4  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Three members of the committee shall constitute a quorum.

5  Report.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2024.

6  Effective Date.  This act shall take effect upon its passage.
