STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT making an appropriation for OHRV trails.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation; Emergency Trail Maintenance. The sum of $2,000,000 for the fiscal year ending June 30, 2024 is hereby appropriated to the department of natural and cultural resources for the purposes of remediating OHRV and snowmobile trails damaged by weather-related events in 2023. These funds shall be distributed through the grant-in-aid process established by the department. The sum appropriated shall be nonlapsing. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill establishes a $2,000,000 nonlapsing appropriation from the General Fund for fiscal year ending June 30, 2024 to the Department of Natural and Cultural Resources for the purpose of remediating OHRV and snowmobile trails damaged by weather-related events in 2023. State expenditures will increase by an indeterminable amount up to $2,000,000.
The Department of Natural and Cultural Resources states the Department is working with Federal Emergency Management Agency (FEMA) on potential reimbursement of trail damage occurring from the 2023 storms. The Department notes the FEMA reimbursements are limited to only 75% of the total projects costs. If the Department is granted FEMA reimbursement for the damaged trails the Department will transfer the difference between the 75% from FEMA and 80% from the State back to the General Fund.
