STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to electric grid interconnection for certain customer generators.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Public Utilities Commission; Rulemaking; Distributed Energy Resources.  In order to set cost-effective, timely, and predictable processes for customer generators wishing to interconnect to the state’s electric grid, within 45 days of the effective date of this section, the public utilities commission shall begin a rulemaking process for the purposes of setting uniform procedures for distributed energy resources that are proposed for interconnection to the electrical infrastructure of New Hampshire’s investor owned utilities and are not subject to Federal Energy Regulatory Commission jurisdiction.  The rules shall include detailed applicability and eligibility requirements and provisions related to engineering standards, review processes, time lines, cost responsibilities, information sharing and transparency, and dispute resolution that are aligned with national best practices, including the Interstate Renewable Energy Council’s 2023 model interconnection procedures.  This rulemaking shall utilize the comments the department of energy received as part of investigatory proceeding in IP 2022-01.  The rules required by this section shall be adopted by December 31, 2024, with updated procedures in effect by January 1, 2025.

2  Effective Date.  This act shall take effect 60 days after its passage.
