AN ACT relative to establishing a commission to review and make recommendations regarding technology-based start-up business support from the state of New Hampshire.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to establishing a commission to review and make recommendations regarding technology-based start-up business support from the state of New Hampshire. 

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Subdivision; Department of Business and Economic Affairs; Commission Regarding Support for Technology-Based Start-up Businesses.  Amend RSA 12-O by inserting after section 76 the following new subdivision:

Commission Regarding Support for

Technology-Based Start-up Businesses

12-O:77  Commission Regarding Support for Technology-Based Start-up Businesses.  There is hereby established a commission to review and make recommendations regarding technology-based start-up business support from the state of New Hampshire.

I.  The members of the commission shall be as follows:

(a)  Four members of the house of representatives, appointed by the speaker of the house of representatives, with 2 from the majority party; 2 from the minority party, and 2 from the house science and technology committee.

(b)  Two members of the senate, one from the majority party, appointed by the senate president, and one from the minority party, nominated by the senate minority leader and appointed by the senate president.

(c)  One member of the technology start-up business community, appointed by the governor.

(d)  Two members representing the venture capital and angel investment community in New Hampshire, appointed by the governor.

(e)  The commissioner of the department of business and economic affairs, or designee.

(f)  One member of the New Hampshire Tech Alliance staff or board of directors, appointed by the governor.

II.  The commission shall review and make recommendations on the following items:

(a)  Current assessment of the technology start-up ecosystem in New Hampshire.

(b)  Best practices from other states that support the development and advancement of technology start-up ecosystems.

(c)  Leveraging private and federal matching funds.

(d)  Identifying the opportunities for job creation and attracting new or young companies to New Hampshire.

(e)  How New Hampshire could support the technology start-up ecosystem, including but not limited to financial resources, tax or other incentives, and educational and job training support.

III.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 30 days of the effective date of this section.  Six members of the commission shall constitute a quorum.

IV.  The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate commerce committee, and the house science and technology committee on or before November 1, 2024.  The report shall describe the activities and findings of the commission and recommendations for proposed legislation and rulemaking by relevant agencies.

2  Prospective Repeal. RSA 21-O:77, and the subdivision heading preceding RSA 21-O:77, relative to the commission to review and make recommendations regarding technology-based start-up business support from the state of New Hampshire, are repealed.

3  Effective Date.

I.  Section 2 of this act shall take effect November 1, 2024.

II.  The remainder of the act shall take effect on its passage.
